What is the best way to apply non-liquid eyeliner?

Do you mean pencil or a powder, or a cake liner?





There's so many different kinds of ';non-liquid'; eyeliner.





you could use a combination of pencil (khol/kajal pencils from like Rimmel are great and are long lasting) and powder. Dot the upper lash line with the pencil then fill in with the powder (using a liner brush of course). This can also give you a slight, smudgy or ';smoky'; effect, depending the colors you use.





Cake liners are dry and you take a liner brush, wet it then swirl the brush in the product then apply. But I guess that's almost like a liquid liner.
