If you look for the Smashbox brand online they have an eyeliner designed to go inside the eyelids. It is a putty like texture that you apply with a specialist brush and will last for aprox 16hours without budging. It is completly safe to use and reactions very rarely happen with it, and it is safe to use with contacts.

Well, I use it on the inside, but you don't have to. What you do is you pull your lower lid down anyways, and instead of putting it on the inside, put it directly on the lash line. I pull the lid down just because it gives me better aim and it goes on evenly.
I have heard mixed reviews about putting eyeliner on your lower eyelid. But I am not sure what the problem is with it? If you are putting the liner near your eye anyway, it is going to get on it or in it.
I have worn my eyeliner on the inside of my lower lid for years .. I think it gives a crisper look to my eyes than putting it below the lids edge.
Place eyeliner right under your lashline on the bottom!

Take your finger and place it under your eye, pull down a bit so that it's easier to get at your lower eyelid. Don't hurt yourself. Just pull it down a little. Then, gently apply eyeliner in front of a mirror. Be careful not to poke yourself in the eye, k?
