It doesn't smudge AT ALL, not even when you accidentally rub your eyes.

simple. Your eyeliner is not being applied correctly and sounds like some really cheap junk you've picked up by false budgeting. Anyone who needs to sleep in their eyeliner is defiantly buying cheep cheep. However, if you mix it with super glue it will most certainly stay on for months, cheap or otherwise.
The only product that I find actually stays on, doesn't smudge and looks awesome...Lancome Le Stylo eyeliner.
It's a waterproof gel/pencil. Goes on like a pencil but looks like liquid liner, super easy to apply. It is on the pricier side ($22) but it seriously lasts a loooooong time. I can put it on in the morning, go to work and to the gym and work up a sweat, and it still looks good at 10pm.
I've tried A LOT of eyeliners over the years,but this one is by far the most amazing eyeliner. I get compliments all the time on my eyes.
Revlon colorstay eyeliner stays on and DOESNT COME OFF (Guarantee atlest 12 hours). Plus, it comes in a lot of different colors. Cheaper than Max Factor and a LOT cheaper than the cosmetic counter. If you dont like it, buy it at Target because they will take it back even if you opened (w/ receipt of credit/debit card you bought it with).
in my personal opinion pencil is great and the way to make it stick without running is to apply a translucent powder and then apply the eyeliner and try not to touch your eyes through the night. the more you fuss with it the more likely to run. if you have very teary eyes-the powder helps to ubsorb that. :-)
Use an eye primer, then apply waterproof liquid eyeliner- may I suggest Wet N' Wild waterproof liquid liner in black, it is very water and smudgeproof. I actually have a hard time washing it off. After you apply the liner apply an eye shadow powder of the same shade over it to really set it.
put on a primer before you do your eye makeup. i.e. urban decay primer potion, a creme eyeshadow or cream stick, or concealer can be used as a primer as well. for extra coverage you can lightly go over the liner with a black shadow to set the liner.
also you just may have a bad product.
i use maybelline liquid waterproof eyeliner. I LOVEEEE THIS PRODUCT. it really stays put and is easy when you want to wash it off

As for the real question: U sould make sure u put a primer, then concealer and then powder to set it. and then apply eyeliner.
Lol i do this all the time.
Put a thin layer of eyeshaddow on your eye lid then Liquid eyeliner on the spray a bit or hairspray on your eyes ( whilst they are shut OBVS)

Put concealer on your eyelid, then apply some loose powder over the lid, apply eyeliner, trace the eyeliner you have just drawn with the same colour eyeshadow.
Buy L'Oreals HIP cream eyeliner! It's smudge-proof, waterproof and lasts all day/night. I never have to do any eyeliner touchups. Try it =)
use primer on your lid before apply eyeliner.
and use the long staying eyeliner.
or use liquid eyeliner. it stays on the best. try revlon colorstay it works really good and cheap too
Try the Mac eye liner. I used to have that very same problem. I would apply liner and after an hour or so it would all over the place! The Mac eye liner stays put! I love it!!!
If it's a pencil your using, set it with a black matte eye shadow lightly and this will help set your eyeliner. :)
use liquid eyeliner and put a layer of skin colored eyeshadow on your eyelids before the eyeliner
