I have MAC kohl pencil and liquid ( but i seriosly cant figure how to put that on my lower lid) i can get it to stay for like 3 hours before its running and I have a concert coming up and its going to be hella hot and Id rather not be smudgy and disgusting.

You don't put liquid on your lower lid, like you don't put pencil on your upper lid.
Your eyes probably have moisturier that washes away the eyeliner, but it could also be the fact that you might be rubbing it and not even know it.
All eyeliners are like this, so just be careful.

buy a different kind.
in the summer, always wear waterproof, because it's HOT.
maybe try some long-wear makeup?
unless you're really attached to that brand.
