There isn't anything on the market that is waterproof and sweatproof for long periods of time. However, Maybelline Line Works comes pretty close.

they have tons of makeup that is water proff and it is all for only $1 each!!
look for non-kohl eyeliners, also make sure they are waterproof, considering you mentioned that you will be swimming. try brands such as covergirl and maybelline.
