i have that problem with eye liner so i use dark brown eye shadow (instead) around my eyes for a cloudy look and i use a little liquid eyeliner (doesn't smear) for sharper looking eyes. GoOd LuCk!

This is definitely a quality issue. Sorry to tell you, but if your waterproof eyeliner isn't working you definitely need to spend a little more money on eyeliner. Even some of the good ones aren't that pricy, you can get some quality eyeliner from Sephora for probably under 20 dollars.

It all depends where you're putting the eyeliner. If you're putting it on your bottom lash line, that could be the problem. Your skin there is a little bit more moist, and it may not be able to keep the eyeliner in its place. If you want eyeliner on your upper eyelashes, try Jordana Fabu-Liner. Its the best in my opinion, its only $1.99 at Walgreens and stays on ALL DAY. Another trick I do, is mist a little hairspray on my face, it helps my make up last longer. Just make sure you wash your face every night after doing this.
If you use liquid liner, after you apply liquid liner take a eyeshadow color that is similiar to the eyeliner and take an angled brush or eyeliner brush and put it on top of the liner. And i think your eyelids are too oily and that is why your makeup keeps coming off, try some wipes to clean your face that will take off oil.

You don't have to spend loads of money in a new eyeliner. Mac is good but I must admit its a bit pricey. try something like Wet 'n Wild. The trick is to buy a traslucent face powder ( Cover Girl and Sleek do a nice version which is cheap) and using a small brush apply a small amount over the eyeliner. This would stop the eyeliner from coming off. Good Luck!

this happens a lot to my friend, and it looks just gross...it happens to her because she uses real cheap eyeliner, and she puts it on REAL heavy...its time to invest!!!!
Mac has really good quality eyeliner, it is an investment, and it has an assortment of colours to suit every eye....because of the quality, there is no need to go o.t.t resulting in a better effect...

i recommend u tryin revlon colorstay crayon! everytime i used to buy eyeliners each one used to run down my face and ****! but with this one it definitely works! :) i had wore it for more than 24 hours haha i just had to redue my waterline couple times but thats it! :) and just tried to make my eyes look a bit darker!

That Helps It Stay On For Longer
try nyc pencil eye liner...
if that still falls off try sticking a lighter to it
let it cool for a min then stick it on..
