How can you make dark eyes 'pop' with eyeliner?

I use a liquid black eyeliner by Lancome because pencil always smears on me. I have medium/dark brown eyes. (dark eyebrows too if that matters). What can I do to make my eyes 'pop'. (with black eyeliner).





Also, how can you apply mascara super heavy without clumping it? I see a bunch of girls at my school with heavily applied mascara. No, thier not fake lashes either.How can you make dark eyes 'pop' with eyeliner?
You need to use both light and dark colors. After applying make up you can highlight your brow bone, or put a little white liner on the waterline (almost the inside of the lower lid). Be patient with your mascara, one layer at a time.
