Don't use BOTH for starters, and press very lightly when using a pencil, and same for the liquid eyeliner...
The most effective way I have learned to do eyeliner is with powder. I bought carbon eye shadow from MAC and an eyeliner brush from Victoria's secret and I cant tell you how percise it is. It only goes where I want it and I determine the thickness. It stays on great too. Just get the brush a little wet for the liquid liner look, too!
You can't use both, pick one. Pencil or Liquid? I use pencil and I never have that problem. So the easy solution is just to switch to full time pencil.
However, if you do end up sticking with liquid then apply it and take some toilet paper and dab it on to remove some of the liquid. That should work but if it doesn't, then just go to pencil for good.

Put the pencil in the freezer for 30-60 minutes before sharpening.
If liquid and it's too thick after applying, use a most Qtip to take off the excess.

get a better eyeliner or put it on gently and slowy so your face will come out the way you want it
make sure you sharpen the pencil before using it so you don't have to smudge it around too much thus making it too thick.

uuuh why are you using both? they're both eyeliner, so they both do the same thing. duh! for the pencil, make sure it isn't blunt and stubby.
I know the liquid is more dramatic, but if you just dot along your lash line it looks very natural. Put little tiny dots between your lashes (very close to the lash line) and it won't look funny. Your eyes will look well defined, but like I said very natural.
use liquid, and never slant the brush, keep it virtical
Make sure the pencil is sharp. I like to use an automatic sharpner.
