the key is using a dark eyeliner and a brush......... i prefer the cream eyeliners... like fluidline and hip cream eyeshadow.. then just use an artists paintbrush or makeup brush and apply with a heavy hand.How do you wear eyeliner heavy? like how do you apply it ?
try using a pencil first, make the line fatter towards the outside of the eye. Once you get it the way you want it, go over it with liquid eyeliner which will make it look more dramatic. Experiment w/ cheap stuff until you get good at it.

get the eyeliner with an eraser thing at the bottom.
after you put eyeliner on, smudge it a little.
on the top: put a thin line on. this will be the base of where your liner will go. then make an arc all the way over it. from end to end. it will look like this (l. kinda. but sideways and it will extend to each end. to wherever you want it to go. then color it in with your liner.
for the bottom. just line it normally. and if you dont know how: just draw a line where your bottom eyelashes meet your eye. go over it a few times to get a darker affect.

Well, I wouldn't reccomend doing this all the time, but what you do is apply black eyeliner [for a really dramatic look you could to liquid liner, but its harder to use] to your upper lash line, then the lower lash line and then inside your lower lash line, like the waterline or inner rim. Then, I guess in order to get the heavy look go over it again really hard? I don't know, I've never tried to make it look heavy. Then, for extra effect, you don't need to do this, but take the eyeliner and extend it a little past your outer corner and wing it up to get a cat's eye effect. I wouldn't do this look often as it looks really unnatural and freaky though.
